MINUTES OF THE SIXTH GENERAL MEETING OF THE COUNCIL

HELD ON 17 JULY 2000 IN GOETTINGEN, GERMANY

• WELCOME

  The meeting was opened by Vice president Robert B. Heimann on behalf of ICAM’s President Andrej Szymanski, who unfortunately could not join the meeting. He welcomed the delegates and guests.

  
  

• ACCEPTANCE/ CHANGES OF AGENDA

  The agenda was accepted with minor changes in:

  • Paragraph 7 item 6 cancelled

• MINUTES OF THE GENERAL MEETING HELD IN 1996 IN WARSAW, POLAND

  The minutes of the last general meeting held in Warsaw in 1996 were distributed and read. After three corrections of names of participants, the minutes were accepted as reflecting a true record of the proceedings of that meeting.

  
  

• MATTERS ARISING FROM THE MINUTES

• PRESIDENT'S REPORT

  ICAM’s incoming president Robert B. Heimann described the present ICAM meeting as being the most successful meeting in ICAM’s history in terms of participation (320 attendees) and scientific contributions in all fields of Applied Mineralogy. He thanked the organizing committee for the efforts made.

  He further pointed out a few negative impressions: A number of invited speakers did not show up, the poster session was only covered by 40%, and a considerable number of scientists published their extended abstracts in the proceedings, but eventually neither participated nor payed the registration fees due.

  Dieter Rammlmair suggested to inform ICAM2004 about this in detail to prevent a similar situation in the future.

  
  

• SECRETARY GENERAL'S REPORT

  Johann Engelbrecht stated on behalf of Pierre Hofmeyr, ICAM‘s Secretary General, that since his retirement, he would not be in a position to fulfill all the requirements needed to efficiently promote ICAM.

  
  

• AMENDMENTS TO THE CONSTITUTION

  All the changes suggested at the 1996 Warsaw meeting were accepted exept the change suggested in paragraph 2, Definition of Applied Mineralogy. The deleted part "in mining, extractive metallurgy, and economic geology, as well as in" should be inserted again and "maintenance" should be replaced by "protection".

  New changes were proposed for:
  

  • Paragraph 2: add in item 2) "... and other industrial materials, including ancient materials" (Heimann, Germany)
    
  • Paragraph 4.1: remove " ... as a congress in ist own right" (Engelbrecht, South Africa)
    
  • Section 5: Nomination of members not by "constituent bodies" but through appointment of individuals present at ICAM congress by ICAM executive (Hofmeyr, South Africa)
    

• RECOGNITION OF PREVIOUS EVENTS AS OFFICIAL ICAM MEETINGS

  Dick Hagni presented a motion to recognize the 1989 GAC/MAC meeting held in Montreal, Canada officially as ICAM-III.
  The meeting was organized by William Petruk. The council supported the motion unanimously.

  
  

• DATE AND HOST COUNTRY OF NEXT ICAM CONGRESS

  France and Brasil offered to host the next congress in 2004. Henrique Kahn presented a letter of support by the Brazilian Geological Society (SGB). France represented by Georges Calas withdrew his proposal, since ICAM 1996 and ICAM 2000 were both held in Europe. It was unanimously decided that ICAM2004 will be held in Sao Paolo, Brasil. Congratulations to Henrique Kahn.

  • Election of vice president:
  • After the withdrawal of Georges Calas, Henrique Kahn was elected unanimously.
  • Election of Secretary General
  • Dieter Rammlmair was elected unanimously.
  • Appointment of Executive Committee
  • Constitutionally the Executive Committee is made up of the Office Bearers and one member from each of the founding countries. As no constituent body, besides Brazil, had formally nominated the member to represent them in the Executive Committee, this Committee could not be constitutionally formed.
  • Appointment of ICAM representative on IMA-CAM:
  • Dick Hagni was confirmed again as ICAM representative on IMA-CAM.

• MISCELLANEOUS
  
  • Richard Hagni reported about IMA meeting ICAM at Toronto, 1998. IMA and ICAM meetings should be held alternating every four years (IMA 2002, ICAM 2004, etc.). An alternation of continents is suggested, too.
  • Gregory McCarthy proposed to contact the "International X-ray Analytical Society" for mutual support
  • Dieter Rammlmair proposed to establish a ICAM home page to provide easy access to everybody.
  • Paul Gottlieb suggested ICAM to scientifically sponsor Applied Mineralogy `01 to be held in Brisbane, Australia, March, 2001. The Council supported this suggestion.
  • Discussion of changing the constitution for rising new members. It was discussed that the differentiation of founding members and members should be omitted in the future. Adding new members should be welcome. It was decided to rise this question at ICAM 2004 again.

  
  

• CLOSING ADDRESS

  ICAM’s new president Robert Heimann thanked the delegates for attending this Council meeting. He wished Henrique Kahn success in organizing ICAM 2004 in Sao Paolo, Brasil.
